Education Staffing Solutions appeared in the TES in repsonse to a article on Supply Teachers / Agencys. This is detailed below, as follows ;
We would like to respond to the comments made by the UCAC Teachers Union regarding Recruitment Agencies as one of the fastest growing agencies in Wales, we feel our views are representative of the other 14 agencies within South Wales. The comments of the General Secretary of UCAC are an attack on our highly trained and highly experienced teachers who chose to use agencies as means to offer part time / full time teaching work. We provide a first class service to the schools with which all teachers are thoroughly vetted to high standards prior to any supply days they may do. The service Education agencies provide is on a purely supply and demand basis. There is no way an agency can manipulate the system. We are disappointed on behalf of our teachers that provide a vital service to a vast majority of schools in South Wales and the comments from the UCAC Secretary. He does not appear to fully understand the way schools operate.
To address the points he has raised individually:
• Agencies do not supply pension contributions as all supply teachers are free agents and tend to be registered with more than one agency, supply teachers may work one day and may not work with that agency again. As a result of this they do not have Contracts of Employment and are free to take work through whichever means available, Including the Local Education Authority. Agencies do encourage Teachers to contribute to private pensions.
• Most agencies operate statutory sick pay as once again all the supply staff are free agents and are not contractually obligated to any particular agency as they do not have Contracts of Employment, thus they are covered on SSP only.
• The pay range quoted by the General Secretary cannot be commented regarding other agencies, we ourselves pay our teaching staff on the higher end rates quoted and in excess. We do not offer classroom supervisors inline with the Governments remodeling of Schools agenda as we feel that they undermine qualified teachers. We do provide classroom assistants that offer an invaluable service that support children, schools and our qualified teaching staff. We are a firm believer in teachers teach and support staff support.
• On to the national strategy for Criminal Record Bureau checks, all agencies in South Wales work closely with the DFE and also the GTCW. Agency staff go through rigorous checks prior to any placement which include Enhanced Enclosure CRB, DFE confirmation, GTCW confirmation, address confirmation, teaching qualifications check, identification checks, two reference checks, List99/Pocal check and a face to face interview with an experienced consultant. Agencies would welcome a national strategy to be put in place for all LEA's and agencies alike. For example recent news reports on the BBC highlighted people working in schools through an LEA were not CRB checked.
• Agencies under no circumstances discriminate on any grounds, it is simply the case of the right person for the right job.
• With reference to part-time work, this is a purely supply and demand situation and agencies would not discriminate between women and men, it is purely the right person for the right job.
• In reference to the UCAC comments on training, we cannot comment upon this as we do not offer training per say and we are not in a position to comment on other agencies training methods.
• To state agencies making money without investing at all in the Education system, this is wholly untrue as a vast majority of our teaching staff have the possibility of entering into fulltime employment with the schools through the professionalism of the agency staff locating positions. Agencies do operate as a business, but this is no different in supplying schools computers, text books or teachers, it is done on a majority of cases from independent businesses offering schools a cost effective first class service. It is a simple case of economics, a vast majority of schools rely on the services of agencies as on many occasions they are receiving the same teachers but at a reduction of cost than from using the Local Education Authority. This is endorsed further with five of the largest Local Education Authorities in South Wales tendering their recruitment business to Education Agencies.
The supply of teachers from agencies allows schools to continue to function normally and give children in Wales a continuing education which we and their parents expect. Due to the tight budget constraints within schools, agencies supply highly qualified teachers, a first class service and an economically viable option that plays a key part in the education system in Wales If one followed the path of the General Secretary, what would he have Headteachers and LEA’s do, send the children home, the public have the right to expect more.

These include two detailed references, personal identification confirmation, Protection of Children Act List (includes List 99) every six months, criminal convictions / police check (CRB), qualifications (including Dfee / NNEB checks), General Teaching Council of Wales confirmation check, address confirmation, NI number, and finally staff have a detailed face to face interview with an qualified experienced consultant.

Lionel Evans - Education Development Manager
Lionel has just retired from a very successful teaching career. During his time he was Head of the Maths department and also responsible for the hiring of permanent, contract and supply staff. Lionel is now utilising his recruitment and vast teaching knowledge to visit schools and develop or enhance existing business, enabling him to have a firm understanding of the schools’ requirements and ongoing needs. Lionel’s role with Education Staffing Solutions Ltd also involves him in the recruitment of teachers and classroom assistants throughout South Wales.
